植物检疫

植物检疫是防止检疫性有害生物传播蔓延，保护农业生产安全、生态环境安全和农产品贸易安全的一项重要措施。本文介绍了南阳市农业植物检疫工作中存在的有害生物传入风险加大、良种供应能力不足、市场监管职能未完全理顺、人员结构不合理、工作经费不足、植物检疫着装工作尚未全部完成等问题。针对目前存在的问题，提出了构建多层次植物检疫疫情防护屏障、培育壮大种子企业、理顺农业植物检疫体系、优化人员配置、加强经费保障、及早完成着装工作等应对措施。

Plant quarantine is an important measure to prevent the spread of quarantine pests,ensuring the safety of agricultural production,the ecological environment,and agricultural production trade. This review discusses the issues in the agricultural plant quarantine work in Nanyang City,including the increasing risk of pest invasion,insufficient supply capacity of high-quality seeds,imperfect market supervision functions,unreasonable personnel structure,insufficient funding,and the incomplete implementation of the work on plant quarantine uniforms. In response to these issues,this review proposes countermeasures such as establishing a multi-level plant quarantine epidemic prevention barrier,fostering and expanding seed enterprises,streamlining the agricultural plant quarantine system,optimizing personnel allocation,strengthening financial support,and completing the work on uniforms implementation as early as possible.
